PUBLIC NOTICE Federal Emergency Management Agency
In accordance with 44 CFR §9.8 for Executive Order 11988 Proposed Millport Potable Well Generator Village Millport, Chemung County, New York Notification is hereby given to the public of the intent of the Department of Homeland SecurityFederal Emergency Management Agency (DHS-FEMA) to provide federal funding to the Village of Millport as subrecipient for the new construction of a 25-kW diesel generator with an automatic transfer switch and utilities to support the existing Potable Well House Generator through the Hazard Mitigation Grant Program (HMGP). The purpose of HMGP is for communities to develop hazard mitigation plans and rebuild in a way that reduces, or mitigates, future disaster losses. This notification is given in accordance with Executive Order 11988 (Floodplain Management) 44 CFR Part 9, regulations for implementing EO 11988. The project is to be located at the Millport Potable Well House, Millport, New York, 14864 (42.236483, -76.838923). The proposed scope of work consists of installing new 25-kW diesel generator with an automatic transfer switch, associated utilities to an existing well house and elevating the existing well house at the base flood elevation (BFE) (to be determined), as indicated by best available flood map data, plus at least three (3) feet of freeboard for this Critical Action. Installing and elevating the generator will allow for continuous power through an electrical outage during a flood event. This action would take place within the 100-year floodplain. Alternatives considered include: 1) no action, 2) proposed alternative, installing diesel-powered emergency generator and raising the existing well house, 3) a portable generator alternative, which may have reliability issues during a storm event. FEMA has determined that installing a diesel-powered emergency generator to support the potable well house is the best alternative to allow for the continuity of operations.
